Alors que la Banque mondiale a classé la Tunisie première au Maghreb en termes de « Doing business » en 2016, les entreprises tunisiennes estiment le climat d’affaires « peu satisfaisant ». C’est la principale conclusion d’un récent « Rapport sur l’attractivité régionale 2016 » publié par l’Institut arabe des chefs d’entreprises (IACE), au moment où le pays s’apprête à accueillir des hommes d’affaires et investisseurs étrangers pour une conférence internationale à Tunis le 29 et 30 novembre.
Since the revolution, the number of civil society associations in Tunisia has more doubled, reaching some 19 thousand. In the context of establishing a “participative democracy” with citizens and civil society as principal actors, Decree-law 88 of 2011 guaranteed the “freedom to create, belong to, and carry out activities through associations, and the strengthening of the role of civil society organizations…” But there is a tremendous gap between legislation and practice, as founders and heads of Tunisian civil society organizations repeated umpteen times last week during a forum on “Governance of Associations.”
“Practically, realistically, it is inevitable that we move towards PPP,” said Minister of Development Yassine Brahim during a June 14 conference on Finance, PPP, and Sustainable Development at the IACE. “Let’s work instead on how to pursue them while minimizing the risks … it’s a good way to accelerate the country’s development.”
