الارتدادات الاقتصاديّة لمشروع قانون المصالحة الاقتصاديّة والماليّة كان محور اللقاء الذّي أجرته نواة مع الخبير الاقتصاديّ عبد الجليل البدوي. محدّثنا هو أستاذ جامعيّ درّس الاقتصاد لسنوات في كلية العلوم الاقتصادية بالمركب الجامعي بالمنار وبالمعهد الأعلى للتصرف. وهو عضو مؤسس في المنتدى التونسي للحقوق الاقتصادية والاجتماعية. كما عُرف عنه نشاطه الحقوقي صلب الرابطة التونسية للدفاع عن حقوق الإنسان، إضافة إلى كونه أحد مؤسّسي المجلس الوطني للحريّات بتونس.

Halima Jouini, 58 ans, enseignante et membre du comité directeur de la Ligue Tunisienne des Droits de l’Homme, entame le 1er septembre 2015, sa deuxième grève de la faim pour revendiquer son droit à un logement décent. Affiliée à la sécurité sociale depuis 33 ans, Halima a loué en 1997 un petit studio à Menzah 6 dans un complexe résidentiel géré par la CNRPS. Depuis 2013, Elle essaye d’obtenir un appartement plus grand pour accueillir sa belle-mère malade. La CNRPS refuse la demande sous prétexte d’insolvabilité. Pour le comité de soutien de Halima, cette grève de la faim est le cri de détresse de nombreux tunisiens victimes de l’injustice de la Caisse qui attribue les logements sans respecter les critères d’éligibilité et en donnant la priorité aux hauts fonctionnaires qui sont loin d’être dans le besoin.
Mardi 25 août 2015, les nouveaux gouverneurs ont prêté serment devant le président de la République, Béji Caïd Essebsi. Le chef du gouvernement et le ministère de l’Intérieur ont annoncé trois jours plutôt la nomination de onze nouveaux gouverneurs et le changement d’affectation pour trois autres. Au sein de la coalition au pouvoir, ces nominations ont été accueillies avec tiédeur, voire circonspection à l’instar du mouvement Ennahdha et Afek Tounes. Sur les réseaux sociaux, une vague de contestation a dénoncé le retour en force des seconds couteaux de l’ancien régime.

إن التأسيس لعدالة انتقالية و ضمان الحقوق والحريات داخل مجتمع عانى القمع و الفساد لعقود يقتضي احترام حق المجتمع في معرفة الحقيقة و تتبع المجرم وتطبيق القانون ضمانا لعدم العودة إلى نفس الأخطاء السابقة. فالإفلات من العقوبة أو غض النظر عن الانتهاكات في حق الشعوب لا يؤسس إلا لدكتاتوريات جديدة. وهذا ما يكرسه مشروع قانون المصالحة وهو قانون يتعلق بأحكام دستورية مخالف للمعايير الدولية يتجاوز كل الهيئات المختصة في مراقبة ومكافحة الفساد ولا يخضع لمبدأ علوية الدستور ولا يحترم المعاهدات الدولية لمكافحة الفساد.

Après nos deux enquêtes sur les impacts sociaux puis environnementaux de la décharge de Borj Chakir, nous nous sommes rendu compte du blackout total autour des exploitants de ladite décharge.
