Menzel Bouzaiene: Women mobilize against social exclusion

« Keep quiet! » several men ordered a fellow sit-inner when she tried to speak up during a gathering. Such a scene is common in Menzel Bouzaiene, governorate Sidi Bouzid. For in spite of their capacity to mobilize, women are essentially excluded from public space and marginalized in social movements. Conscious of the double discrimination they face, 32 women decided to launch their own protest called « Manich Sekta », I will not keep quiet, to make their voices heard. In the summer’s blazing heat, they invited us to learn about their struggle for work, dignity, and social inclusion.

Mdhila: Phosphate industry drinks while the town thirsts for water

For over a month, the water supply in several delegations of Tunisia’s Mine Basin has been disrupted by intermittent cuts. The situation has suscitated protests in the towns of Borj El Akarema and Segui in Mdhila, where life has become insufferable for residents. While some accuse SONEDE for not assuming its responsibilities in the maintenance and management of water pipes, ostensibly weathered and rusty, others point a finger at the phosphate industry which exhausts water reserves and pollutes the rest. Nawaat left for Mdhila to meet with residents and farmers to learn more about the water issue.

المكناسي: هدوء قبل العاصفة ؟

قام المعطلون عن العمل في اعتصام “هرمنا” بالمكناسي بقطع الطريق يوم 15 جوان 2017 أمام شاحنات نقل الفسفاط القادمة من قفصة لتعويض قطارين سبق وأن تم تعطيلهما منذ شهرين بنفس المدينة. يعد هذا الشكل الاحتجاجي أسلوب ضغط على الحكومة التي لم تطبق الاتفاقات المُبرمة مع معطلي المكناسي. تشهد هذه المدينة التابعة لولاية سيدي بوزيد هدوءا هشّا بعد أن عرفت في جانفي 2017 مواجهات بين قوات الأمن ومحتجين على خلفية الدخول في عصيان مدني.

منزل بوزيان: الحراك النسائي ضد الإقصاء الاجتماعي

“اسكتي”، هكذا أمر جمع من الرجال زميلتهم التي أرادت أخذ الكلمة في اعتصام. في منزل بوزيان، هذا المشهد ليس حالة معزولة. النساء مَقصيات تقريبا من الفضاء العام ومُهَمّشات صلب الحركات الاجتماعية رغم قدرتهن التعبوية. هن واعيات بالإقصاء المزدوج اللاتي يتعرضن له. قررت 32 امرأة إعلان حركتهن الاحتجاجية الخاصة التي أطلقن عليها “مانيش ساكتة” لإبلاغ أصواتهن. دخلن منذ أكثر من شهر في اعتصام أمام مقر المعتمدية. تحت الشمس الحارقة استقبلننا للحديث معنا حول معركتهن من أجل الشغل والكرامة والاندماج الاجتماعي.

المظيلة: فسفاط العطش

يشهد توزيع المياه منذ أكثر من شهر انقطاعات مفاجئة في مدن الحوض المنجمي. هذه الاضطرابات تفاقمت خاصة في المظيلة، بمنطقتي برج العكارمة والساقي. ما يثير احتجاج الأهالي أن حياتهم تحولت إلى محنة حقيقية، بعضهم يتهم الشركة التونسية لاستغلال وتوزيع المياه بعدم تحمل مسؤولياتها في الصيانة وتحسين التصرف في قنوات المياه، التي يتضح أنها تهالكت بمرور الزمن وأكلها الصدأ. بعضهم الآخر يؤكد أن استخراج الفسفاط يستنفذ مخزون المياه ويلوّث ما تبقى منه. أجرى موقع نواة لقاءات مع الأهالي والفلاحين للوقوف أكثر على أسباب النقص المستمر في المياه.

نقاش مفتوح: حول جاهزية الدولة للإنتخابات البلدية

نظّمت جمية راج- تونس يوم الخميس 23 جوان 2017 بتونس العاصمة نقاشا تحت عنوان “الانتخابات البلدية: ورطة الدولة؟”. وذلك بحضور كلّ من كاتب عامّ المحكمة الإدارية لطفي الخالدي والنائبة عن كتلة حركة النهضة ومقرر لجنة تنظيم الإدارة والقوّات الحاملة للسلاح منية ابراهيم ورئيسة جمعية البوصلة شيماء بوهلال. وطرح الحوار جاهزية الدولة فيما يتعلّق بجملة من المحدّدات ضمن مسار الانتخابات البلدية منها تركيز وتأهيل محاكم القضاء الإداري والمالي والالتزام بأحكام الفصل 175 مكرّر من القانون الانتخابي والمتعلّق بتعويض النيابات الخصوصية التي لا يترأّسها معتمد.

Meknassi : le calme avant la tempête ?

Jeudi 15 juin 2017, des chômeurs du sit-in Haremna [Nous avons vieilli] à Meknassi ont barré la route aux camions de phosphate venant de Gafsa mobilisés en remplacement de deux trains bloqués au niveau de la même ville depuis deux mois. Une manière de faire pression sur le gouvernement qui n’a toujours pas mis en application ses accords avec les chômeurs de Meknassi. Cette délégation de Sidi Bouzid vit aujourd’hui un calme précaire après avoir connu en janvier 2017 des affrontements entre police et protestataires sur fond de désobéissance civile. Reportage.

Menzel Bouzaiene : Mobilisation féminine contre l’exclusion sociale

« Tais–toi ! », ont ordonné, il y a quelques mois, des hommes regroupés dans un sit-in à leur camarade quand elle a voulu prendre la parole lors d’une assemblée. À Menzel Bouzaiene, cette scène n’est pas un cas isolé. Les femmes sont quasiment exclues de l’espace public et marginalisées au sein des mouvements sociaux malgré leur capacité de mobilisation. Conscientes de la double discrimination qu’elles subissent, 32 femmes ont décidé de lancer leur propre mouvement contestataire baptisé « Manich Sekta » [Je ne me tairais pas] pour faire entendre leurs voix. Depuis plus de deux mois, elles sont en sit-in devant le siège de la délégation. Sous un soleil de plomb, elles nous ont accueillies pour nous parler de leur combat pour le travail, la dignité et l’inclusion sociale.

Pénurie d’eau à Mdhila : Le phosphate hydraté, les citoyens assoiffés

Depuis plus d’un mois, la distribution de l’eau a connu plusieurs coupures intempestives dans certaines délégations du Bassin Minier. Ces perturbations se sont accentuées surtout à Mdhila, aux communes de Borj El Akarema et El Segui. De quoi susciter la contestation des habitants dont la vie est devenue un véritable calvaire. Si certains accusent la SONEDE de ne pas prendre ses responsabilités de maintenance et d’optimisation de la gestion des canaux d’eau, manifestement usés par le temps et gangrenés par la rouille, d’autres affirment que l’industrie du phosphate épuise les réserves d’eau et pollue ce qui en reste. Nawaat est parti à la rencontre d’habitants et d’agriculteurs pour en savoir plus sur cette persistante pénurie d’eau.

المفطرون في رمضان بين الضغط المجتمعي و التناقضات القانونية

تزامنا مع الإيقافات والتتبعات القضائية التي طالت بعض المفطرين في شهر رمضان، تم إطلاق حملة “موش بالبالسيف”، التي تدعو إلى احترام الدستور الجديد في فصله السادس -الذي يعتبر تقدميا- وإيقاف العمل بالقوانين الخانقة للحريات على غرار منشور مزالي لسنة 1981 والفصل 226 مكرر من المجلة الجزائية. وفي الأثناء ينزع الضغط الاجتماعي إلى تغذية الوضع الراهن.

Non-jeûneurs durant Ramadan, entre pressions sociales et contradictions légales

Lancée en réaction à certaines arrestations et poursuites engagées contre des non-jeûneurs, la campagne citoyenne Mouch Bessif [Pas contre notre gré] œuvre à plaider le respect de la nouvelle constitution, relativement progressiste dans son Article 6, et à contrer le recours aux anciennes lois liberticides dont la Circulaire Mzali de 1981 et l’Article 226 bis du Code pénal. Cependant, la pression sociale tend à favoriser le statu quo. Nawaat est parti à la rencontre de la coordinatrice de la campagne ainsi qu’un juriste, un sociologue et un restaurateur. Reportage.

الحق في الإستعانة بمحام منذ بداية الأبحاث : جدليّة النصّ والتطبيق

انعقدت يوم الجمعة 2 جوان 2017 ندوة علمية نظّمتها الهيئة الوطنية للمحامين بالاشتراك مع منظمة محامون بلا حدود وذلك لتقييم مسار سنة منذ دخول القانون عدد 5 لسنة 2016 المتعلق بتنقيح و اتمام بعض فصول مجلة الإجراءات الجزائية حيّز لتنفيذ. ويمثّل التنصيص على الحق في الاستعانة بمحام منذ بداية الابحاث أهمّ ما جاء به هذا النصّ القانوني الجديد. المتدخلون الذّي أشادوا بأهمية هذا القانون الذّي اعتبروه ثورة تشريعية وجب تعزيزها، أكّدوا في المقابل على وجوب العمل على إصلاح عديد النقائص التي تشوبه على مستوى التطبيق.

Families of Tunisian missing migrants denounce authorities’ indifference

On 31 May 2017, the Tunisian Forum for Economic and Social Rights (FTDES) and the families of persons who went missing while making the illegal crossing over to Italy held a press conference to denounce a blackout of the investigation into the cases of those lost at sea. Families expressed their resentment around the procrastination of successive governments since 2008, indifference which has compelled the families to organize protests and hunger strikes in the hopes of pressuring the government to make headway into investigations. In this context, FTDES President Abderrahman Hedhili expressed his support for all protests carried out by the families of the missing migrants.

« In the era of 230 » : Artists denounce the State’s homophobia

The collective exhibition « Au temps du 230 » [In the era of 230] took place between May 17-21 in the Medina of Tunis. Organized by the feminist association Chouf which advocates for the rights of sexual minorities, the exhibition is the first of its kind in Tunisia. « Au temps du 230 » featured the work of 12 artists—painters, photographers and caricaturists—who denounce Law 230 of the penal code which criminalizes homosexuality. On the occasion of UN’s 2016 Periodic Review, Tunisia admitted the unconstitutionality of Law 230 but has made no move to abrogate it.

عائلات مفقودي الهجرة السرية تستنكر لامبالاة السلطات التونسية

نظم اليوم الأربعاء 31 ماي 2017 كل من المنتدى التونسي للحقوق الاقتصادية والاجتماعية وعائلات المفقودين في الهجرة غير النظامية الى إيطاليا ندوة صحفية كشفوا خلالها عن التعتيم الممنهج الذي مارسته لجنة التحقيق في مصير المفقودين. وقد عبر الأهالي عن امتعاضهم من التسويف المستمر الذي جابهتهم به الحكومات المتعاقبة منذ 2008، كما لوّحوا بالتصعيد والدخول في عددٍ من التحركات الاحتجاجية تصل إلى الإضراب عن الطعام من أجل الضغط على الجهات الحكومية في اتجاه التعاطي الجدي مع الملف. وفي نفس السياق عبر عبد الرحمان الهذيلي، رئيس المنتدى التونسي للحقوق الاقتصادية والاجتماعية، عن مساندة المنتدى لكل التحركات التي ستخوضها عائلات المفقودين.

Timeline: El kamour and the state’s security response

On 5 April 2017, employees of Canadian oil company Winstar held a strike after the company laid off 24 workers. When the company refused to rehire the workers, a small protest was held in Tataouine, followed by some 1200 sit-inners at El Kamour, where protesters aimed to block the roads connecting to oil wells. Sit-inners were not satisfied with the Ministry of Employment’s proposition, a 60-point proposal including 150 immediate jobs, 350 additional jobs in oil companies over a period of three months and an increase in civil liability funds. But the protest’s organizational committee explained that the propositions did not fulfill their demands for 3000 jobs, 20% of the region’s oil production revenues and a development fund for Tataouine.

شبكة دستورنا ومانيش مسامح تكشفان ملابسات ملف مارينا قمرت

شهد مقرّ النقابة الوطنية للصحفيين التونسيين صبيحة اليوم 25 ماي 2017، انعقاد ندوة صحفية بدعوة من شبكة دستورنا وحملة مانيش مسامح لعرض الوثائق والحيثيّات الخاصّة بقضيّة الفساد في ما يُعرف بمشروع “مارينا قمرت”. الندوة التي ترأسها كلّ من جوهر بن مبارك رئيس شبكة دستورنا والمحامية دليلة بن مبارك والمحامي شرف الدين قلّيل عن حملة مانيش مسامح، استعرضت خلال خمس محاور رئيسيّة، مجموعة الشركاء والمساهمين في الشركة العقارية والسياحيّة “مارينا قمرت”، ليقدّم جوهر بن مبارك حيثيّات تغيير الصبغة السياحيّة للمشروع إلى مشروع سكنيّ والتمتّع دون وجه حقّ بامتيازات استثماريّة كلّفت الدولة خسائر تتجاوز 200 مليون دينار. في حين أعلنت حملة مانيش مسامح في ختام الندوة الصحفيّة عن نيّتها بدأ التتبّعات القانونيّة في حق الشركة العقارية والسياحية “مارينا قمرت” والتي اعتبرتها أحد الأمثلة الصارخة على تواصل الفساد حتّى بعد انهيار منظومة بن علي وتواصل التواطؤ الرسميّ لتغطية الجرائم السابقة.
