Reporting Through the Grapevine: Western and Tunisian Media on “Foreign Fighters” in Syria

Even if it is for the lack of up-to-date and relevant data produced and diffused by Tunisian government institutions, that Tunisian media draws from foreign mainstream reports without questioning the validity of the data, analysis, or sources used–reporting through the grapevine, as it were–is a practice that diminishes rather than enhances the quality of dialogue on current issues. Noteworthy, for example, is the number of news agencies that have referenced the recent CNN International study and imprecisely or incorrectly attributed it to the Washington-based non-profit Pew Research Center.

La Tunisie dans le noir : l’information en clair-obscur

Le 31 août dernier, tout le pays a été plongé dans l’obscurité, à la suite d’une gigantesque panne de courant. Ce blackout était supposé provenir de la centrale électrique de Ghannouch, à Gabés. Encore une fois, cet incident pose plus d’une question, non seulement sur les investissements réalisés dans le domaine des infrastructures énergétiques, mais aussi et surtout sur la gestion de ce moment de panique qui, en plus de plonger les citoyens dans le noir, les plonge dans la confusion.

تبرير الإرهاب: الهيئة العليا المستقلّة للاتصال السمعي البصري تعاقب قنوات نسمة، حنّبعل والمتوسّط

بعض المراقبين المطّلعين أشاروا إلى دور برهان بسيّس، المكلّف حديثا بمهمة الاتصال في قناة نسمة، في رسم هذا الخطّ التحريريّ المغرض. وقد تتالت المواقف وردود الأفعال، أوّلها جاء من قبل المشاهدين الذّين طالبوا الهايكا على موقعها الرسميّ وعلى صفحات مواقع التواصل الاجتماعي بالتدخّل، ومن ثمّ تحرّكت النقابة الوطنيّة للصحفيّين التونسيّين عبر إصدار بيان يستنكر ما أسمته “تبييض الإرهاب” من قبل قناة نسمة، وقد طالبت النقابة بإحالة منشّط الحصّة هشام بوعزيز وفريق الإنتاج على لجنة أخلاقيات المهنة.

استقالة الجنرال “الغامضة”: بين إعلام يستعجل طيّ الصفحة وفضاء “بديل” يسعى لفكّ دلالاتها

إستطاعت العمليّات الإرهابية في تونس خلال سنتين أن تطيح برئيسي الحكومة حمادي الجبالي بعد اغتيال شكري بلعيد وعليّ العريّض إثر اغتيال محمد البراهمي، كما طالت ارتدادات الهجمات الإرهابية المؤسّسة العسكريّة التي شهدت استقالة جنرالين هما رشيد عمّار في 24 جوان 2013 بعد فترة وجيزة من بداية المواجهات في جبل الشعانبي والجنرال محمد صالح الحامدي بعد عمليّة 16 جويليّة 2014 الإرهابية التي راح ضحيّتها 15 جنديا.

Haica: La dernière ligne droite avant la tempête … électorale!

Alors que la règle du jeu démocratique oscille, incessamment, entre revirement et tricherie, la Haute instance indépendante de la communication se tient sur la brèche. Entre les velléités interventionnistes du pouvoir politique, les menaces des patrons des médias et une actualité explosive, l’instance de régulation devra, pourtant, tracer sa dernière ligne droite vers un scrutin qui s’annonce tumultueux.

Bon pays, Etat fragile : La Tunisie au révélateur des index

Plusieurs études viennent démontrer, aujourd’hui, la position qu’occupe la démocratie tunisienne par rapport à l’ensemble des pays de ce monde. En effet, prenant en compte plusieurs indicateurs, Le « Good Country Index » (l’indice des bons pays) et le « Fragile States index » (l’indice des pays fragiles) situent différemment la place occupée par la démocratie tunisienne au sein du monde.

أيّ تنظيم لإعلام ما بعد الثورة في تونس؟

في سياق التحول السياسي، تتحمّل الهيئات المنظّمة للإعلام مهام شاقة لمواجهة العقليّة السلطويّة، بدءا بالسلطة التنفيذية التي مازالت تنظر إلى المنظّم “كمغتصب” افتكّ منها دورها في الرقابة. ولكنّ السيطرة البديهيّة التي تستبق الإنجاز تختلف تماما عن السيطرة التي تنقد وتراقب الأعمال المنجزة، فإذا كان الأول هو بدافع من الرقابة، فالدافع وراء الثاني هو السعيّ لاقامة علاقة تحكمها المسؤولية بين أرباب العمل والصحفيين والمنظمين. بالإضافة إلى صعود وسائل الإعلام الإجتماعية التي فرضت واقعا جديدا مع دخول فاعلين جدد و ما يتبعه من إخلالات بأخلاقيّات المهنة وتنامي لظاهرة “خطاب الكراهية”، وهو ما يؤدّي حتما إلى طمس الحدود بين التلاعب السياسي والتصعيد التنافسي.

Good Country, Fragile State, the Arab World’s Sole Democracy : Tunisia by International Measures

Several comparative studies featuring Tunisia have recently caught our attention at Nawaat, and here we reflect on them conjunctively in the context of a sort of comparative examination of our own. The Good Country Index passes as the most engaging for its pragmatic persective and reassuring assertion that the index is one alternative perspective that is to be considered in conjunction other indices and analyses; the Fragile States Index is mildly interesting without presenting any strikingly revelatory insight, while two articles from The Economist that examine the so-called Arab World are flagrantly devoid of research- and critical thinking-based material for relevant, constructive discussion.

الإعلام والأمن والإرهاب في تونس: التحالف الجائر

في الوقت الذّي لا تزال فيه عمليّة إصلاح القطاع الإعلاميّ متعثّرة، وفي الوقت الذّي يشتدّ فيه العنف الأمنيّ تجاه الصحفيّين، دعت الدولة، تحت غطاء الأمن الوطنيّ، وسائل الإعلام إلى التعاون معها ضمن إستراتيجية محاربة الإرهاب. ألا تعتبر هذه الدعوة إلى إحتواء الصحفيين خطوة أخرى لوأد الحريّات قبل العودة نهائيّا إلى مربّع الدكتاتورية ؟ فهل أن الإقرار بنبذ العنف لا ينفي الحذر من خطورة تطابق الخطاب الإعلاميّ مع منطق الدولة ؟

Médias, sécurité et terrorisme en Tunisie : le pacte scélérat.

Alors même que le nouveau projet de loi relatif à la lutte antiterroriste et blanchiment d’argent, qui est débattu en ce moment même à l’ANC, certains redoutent que les procédures antiterroristes, à l’instar de celles de 2003, ne contaminent le droit commun en généralisant la notion de «formation d’un gang», « trouble à l’ordre public » et « violence contre la police » , étendant, ainsi, les pouvoirs déjà excessifs de la police. Les terroristes auront, alors, atteint leur objectif majeur en accélérant le retour définitif à la case départ !

الظهور الإعلامي لقياديي النقابات الأمنية، بين مخالفة القانون و امتهان السياسة

يشتكي التونسيون في هذه الفترة وبصفة واضحة وعلنية من الظهور المفرط لممثلي النقابات الأمنية بوسائل الإعلام بمختلف أصنافها. فممثلوا هذه النقابات أصحبوا وجوها تلفزية معروفة تطرح المشاكل وتقدم الحلول وتوجه الإتهامات لأطراف بعينها وتنزّه أطرافا أخرى في مسائل تخص أمن البلاد وذلك بالتزامن مع حدوث عمليات إرهابية في مناطق متفرقة من البلاد.

Tunisia: Harmonizing Politics and Media for and before the Elections

As much as instruments to monitor and ensure transparency and the constitutional operation of state powers and processes, the HAICA and the ISIE are, just several months into their roles, equally accountable for their own transparency and constitutional operation. The next six months will not only measure their competency and capacity to fulfill this dual responsability but will more generally decide the nature and successfulness of elections and the direction of the country through and beyond the transition period.

La HAICA et l’ISIE vont affronter des moments forts difficiles lors des futures campagnes électorales. Fragiles, qu’elles sont, du fait de leurs courtes existences, elles vont se retrouver entre deux «rangées de canons», et non des moindres.
