Between Tunisia and Libya: a wall and duty-free zone for border and economic security

Informal commerce is not limited to one category of merchandise, one geographic region, one demographic; trafficked items include weapons, food products, and gasoline and circulate the country via markets in Ben Guerdane, Kasserine, Sfax, Tunis; smugglers range from merchants of little means to prominent businessmen who are comparatively economically resilient and more likely to withstand trade restrictions imposed at the borders. For many smugglers of lesser means, survival depends upon their ability to navigate a political vision and legal framework which serve neither to sustain nor protect them.

المصالحة الوطنيّة: تدعيم للمسار الانتقاليّ أم صفقة وابتزاز والتفاف على الدستور؟

مصطلح المصالحة الوطنيّة لم يكن بطارئ على مسامع التونسيّين، حيث سبق أن بدأ الحديث عن هذه “الصفقة” منذ بداية الفترة الانتقاليّة وحرب الاستقطاب قبيل انتخابات أكتوبر 2011. وإن كان المعطى السياسيّ والرغبة في استقطاب التجمعيّين والاستفادة من أصواتهم هو الدافع الاساسيّ للحديث عن المصالحة في تلك الفترة، فإنّ مشروع القانون الذّي طرحته رئاسة الجمهوريّة منذ أيّام غلب عليه الشأن الاقتصاديّ وتمحور بالأساس حول “مصالحة وطنيّة اقتصاديّة” بين رجال الأعمال المتهمين بالفساد المالي والاضرار بالمال العام وبين الدولة واسقاط كلّ التهم والقفز على ما قد يترتّب عنها من عقوبات. مشروع القانون الذّي طرحه الرئيس التونسي الباجي قايد السبسي لا يشذّ عن مسار بدأ سنتين وتميّز بانخراط رجال الأعمال ومنظّمة الأعراف في الشأن السياسيّ لتصبح هذه الأخيرة طرفا أساسيّا في الساحة السياسيّة وفي دوائر اخذ القرار بالأساس.

…Everyone, it seemed, was talking about the wall, a trench-lined sand barricade that is to stretch some 200 kilometers along Tunisia’s border with Libya. In the capital, a world away from the country’s borders, conversations are based on hear-say, rumors, and speculation. Approbation, uncertainty, suspicion…the sentiments provoked are varied, though many remain simply baffled at the belated unveiling and precipitous construction of the government’s latest counterterrorism mechanism, a wall between Tunisia and its neighbor to the south-east.

Le président Jean Claude Juncker, les vices présidents Frans Timmermans et Frederica Mogherini et le commissaire Dmirtris Avramopoulos ont dévoilé, le 13 mai dernier, à Bruxelles l’ordre du jour de la Commission Européenne, composés d’une série d’actions immédiates pour gérer au mieux la migration dans tous ses aspects sur le long terme.

Fonds étatiques et réformes législatives pour l’huile d’olive tunisienne conditionnée : De là commenceront les exportations

En ce mois d’avril, après la fin de l’excellente saison de production de l’huile d’olive, de nombreuses cérémonies internationales à travers le monde ont lieu afin de récompenser les producteurs d’huiles d’olives de qualité. Le 16 avril, la troisième cérémonie annuelle de la meilleure huile d’olive tunisienne conditionnée a eu lieu à l’hôtel Ramada Plaza à Gammarth. Quelques deux cent chefs d’entreprises, diplomates étrangers, ministres et journalistes étaient présents pour honorer les producteurs de l’huile d’olive Al-Jazira, Ulysse Agro Industries et El Baraka, lauréats de la compétition.

On 16 April, the third annual Awards Ceremony for The Best Packaged Tunisian Olive Oil took place at the Hotel Ramada Plaza in Gammarth. Some two hundred business-owners, foreign diplomats, ministers, and press were present to honor the winning producers—Al Jazira, Ulysse Agro Industries, and El Baraka respectively—of twenty-two competing companies.

The agitation that a democratic model allows represents a prompt for open, substantial discussion, create space for questions to form and answers to be formulated, for awareness to shift and public opinion to fluctuate and controversy to take its course … For over a decade, Nawaat has been a platform many of whose contributors are quick to question, criticize, and call out the Tunisian and foreign governments for hypocrisy, complicity, exploit, corruption…the very symptoms of defective governance that were renounced by youth and activists and journalists of the so-called Arab Spring, the same individuals whom Western democracies and international agencies have so effusively commended for their courage and commitment to changing the status quo. And so inevitably it feels like something of a betrayal when requests for more specific information and questions regarding political motives are consistently held at bay, excluded from discussions, or, most conveniently, ignored.

امام غياب واضح للنيابة العمومية واغراق الحكومة والناطق الرسمي للداخلية الساحة بسيل من المعلومات المشوّهة المتناقضة كان منتظرا دخول بعض الدول مثل امريكا وفرنسا على الخط لاقتراح مشاركتها في التحقيق في عملية باردو خاصة وان الأخيرة سقط لها الكثيرون من رعاياها بين قتلى وجرحى بمتحف باردو (3 قتلى وجريح حسب بلاغ وزارة الصحة بتاريخ 21 مارس 2015).

رغم محاولات النداء إضعاف المعارضة: الجبهة الشعبية تعوّل على شراسة رموزها

وجوه المعارضة اليوم هي نفس الوجوه التي صوتت بنعم لقانون إقصاء التجمعيين. والذين صوتوا لتمرير هذا القانون هم بعض نواب الجبهة الشعبية بالتأسيسي ونواب حزب المؤتمر من أجل الجمهورية الذين نجد بعضهم اليوم في مجلس نواب الشعب كممثلين لحزب التيار الديمقراطي. اختيار صف المعارضة حدث مبكرا وخيوط اللعبة التي حاكتها حركة النهضة مع حزب نداء تونس أصبحت واضحة بما يكفي للجزم بوقوع “مناورة”، لم يعد من المهم الحديث عن تفاصيلها بقدر التنبؤ بما يمكن أن يؤدي إليه هذا التحالف “المشبوه.”

حكومة الصيد والأربعون عضوا: بين المحاصصة الحزبية وتداخل الإختصاصات

أحدثت تركيبة حكومة الصيد انقساما داخل حزب النداء. رفض بعض مكونات هذا الحزب لمشاركة حركة النهضة لم ينجح في إسقاطها. ورغم أن الخيار كان سانحا منذ البداية لتجنب هذه الشراكة بضم حزب آفاق إلى الإئتلاف الحكومي بما يمكن من نيل ثقة مجلس النواب، إلا أن تجاهل هذا الحزب في البداية أشّر إلى وجود “مناورة” سياسية الهدف منها هو الإيحاء بأن مشاركة النهضة “حتمية” رغم أن مؤشرات هذا التحالف كانت واضحة منذ رفض راشد الغنوشي لإقصاء التجمعيين وفتحه الباب على مصراعيه أمام الباجي قائد السبسي لترأس البلاد.

التهريب في تونس والمعالجة الأمنية: البتر لن يوقف النزيف الاقتصاديّ

إلى أيّ حد يمثّل التهريب خطرا على الاقتصاد التونسيّ وهل يرتبط كما جاء في الرواية الرسميّة بالإرهاب؟ وهل تمثّل منطقة الذهيبة بؤرة خطيرة لأعمال التهريب ونزيفا قاتلا للاقتصاد الوطنيّ؟ أخيرا، هل كان الخيار الأمنيّ هو الحلّ الأمثل في مواجهة أهالي الذهيبة التّي تتذيّل قائمة المناطق الأشدّ فقرا وتهميشا في البلاد؟
